not receiving email from outlook...email sent goes into outbox

I have been using outlook for my email...internet provider is Quest. I no
longer receive email and when I send email it goes into the outbox

Any change to the program or OS, such as an auto update?

Had similar issue with a new OS release few months back. Found that the new
OS firewall was blocking the handshake signal between Outlook and ISP.

Suggest you check and modify firewall settings as a dignostic test.
