Not Recommending SOAP?

I've seen at least 2 posts stating that Microsoft recommends not using
SOAP/PDS and instead going with Web services.

To me, this doesn't make any sense at all because it doesn't seem to be a
viable comparison.

SOAP is just an encapsulation mechanism that you can use with lots of
transport layers such as HTTP, SMTP, etc. The PDS is a Web services
interface that uses SOAP. It has a WSDL file and a SOAP binding.

When someone says "Microsoft recommends using Web services over SOAP" - this
is nonsensical.

What's going on here?

Microsoft was hot on SOAP for ten minutes.<g> Given that Microsoft is
backing away form this technology in favor of web services, and investing so
heavily in web services and XML and dotNET, one might have reason to believe
that the PDS, with its very limited capability, is likely to morph into a
different type of API consistent with all the other trends we're seeing in
the Office suite.
