Not seeing folder

We upgraded our server, which ment re-installing/re-building the Exchange server. It was originally set up so that if I logged on to the server as the Admin. and opened Outlook, I would see/have access to all the folders & sub-folders of each individual on the system. I want it to be the same way now, but I was told that I have to log onto each individual machine and grant owner/editor permission for the administrtor on each folder and sub-folder.

Is there a better/faster less labor intensive way? As there are hundreds of folders to configure that way. We are running Outlook 2000/Office 2000 and Windows Server 2000 with MS Exchanger server.
