Not seeing resources when building a project plan

Here is the setup:
i have 5 people all in different organizations in my RBS. They all in the
Project Manager group.
When person A goes to build a project plan and then selects resources from
the enterprise pool they see none of the other 4 people and even themself is
grayed out. From the book I thought you would see all resources from any
organization. How do I make this happen.

From your message, it sounds like you want to do the following:

1. Use RBS so the each PM can see him/herself plus only his/her resources
as defined by the RBS
2. Allow each PM to see the other 4 PM's as well

If this is the case, then your problem description indicates that your
Project Server administrator may not have set up Project Server correctly
for item #1 above. Refer to the following FAQ for the steps to correctly
configure Project Server to use RBS to control access to resources:

As you read the FAQ, confirm that you have set up Project Server exactly as
defined in the FAQ.

To address item #2 above, your Project Server administrator would need to
create a custom Category called something like "My Fellow Project Managers"
and then include this custom Category in the Project Managers group. In the
Permissions grid, set the "Assign Resource" and "Build Team on Project" and
"See enterprise resource data" permissions to Allow. In the Resources
section of the custom Category, select the names of the 5 PM's only. Doing
so will cause the other four PM's to appear in the Build Team dialog. Hope

I'm sorry I didn't state the question fully. I will try again.

I have mutiple organizations in my RBS and everyone is assigend to their
hierarchy in the RBS but everyone is in the Project Manager Group.When
building a team I want the people to see everyone across all organizations
but when viewing projects I want them to see only the projects they own, or
people created by people below them in the RBS or projects that the people
who work for them are in. Currently when they go to build a team
(enterprise) no resources are showing except for themself and they are
grayed out.
