Not the usual hover button problem

Our site has used hover buttons for some time, and yes, I understand the
issue of MS not supporting the JVM. So far there have been no complaints
about the buttons not working except on several catalog pages where I have
added javascript links to bring up small popup widows with additional
product information.

The computer on which I'm composing the pages is an XP SP2 machine that did
not have the JVM installed. The hover buttons work fine on this
machine...until I add the javascript code. If the modified page is opened
locally in IE6, both buttons and popups work fine. Once the page is loaded
to the website, downloading the same page into the same browser on the same
machine the hover effect works (i.e. the buttons "bevel out") but "click'
has no effect. On other XP SP2 machines with the JVM installed all
functions work fine. I've tried different code for the popups, but it makes
no difference.

Is there an explanation why adding the javascript code affects the buttons
in this way? Why would the buttons work when the page is loaded from the
local file, but not off the web?
