There seems to be a wee "buglet" in here.
In my testing, I saw exactly the same issue you did.
Re-applying the numbering format fixed it. It seems that Notebook Layout
can lose its numbering outline format.
If you click between the number and the text an hit Tab or Shift tab, you
vary the Outline Level of the paragraph.
If you go to any other view, you are using a different mechanism. In those
views, when you press Tab you vary the List Template level number, which
calls in a different style to coincide with the level number you have set.
NONE of this is explained in the Help.
I would use Outline View for making outlines, not Notebook View. They are
not the same mechanism, and I think if what you want is an Outline, you will
get a more reliable operation from Outline View.

I'm having a problem using notebook layout view. I'm using office 2008. I'm
using an outline numbered list, and before, I can tab and then the outline
would change to the next level. For example, at the first level I used 1. Then
when I press tab, it will indent and go to A. and so forth. But now, when I
press tab, nothing happens. Even when I don't use the outline, when I press
tab, it doesn't indent.
However, when I switch to normal view, then everything works fine. I can
indent and when using the outline, it will go to the next level.
Any ideas on solving this problem?
