Notebook paper template

I want to create a notebook template that I can use in digitally taking notes
on a college ruled paper in class on my laptop. However I do not have
OneNote2003 program, so I wanted to know how can I create a college ruled
paper template for digital ink typing using Word 2003, Excel 2003, Publisher
2003?

Please Help

Excel doesn't need lines - they're already there.

Publisher - Use the master page and draw lines on it.

Word - Not real sure.

(To be honest with you, I wouldn't bother with making lines. Seems like a
lot of work that really wouldn't serve any purpose.)
