Notebook Rule lines

Version: 2008
Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel

I have updated to 2008, and now when I open a new Notebook Doc I can't seem to type on the lines. My old docs are fine. I have compared the settings and can't find a difference between the two.

For existing docs, select all, change from notebook to Print Layout, then go to format...paragrah...and change the after setting in spacing to 0 instead of 10.
