Notebook spacing - not typing on rule lines

Operating System: Mac OS X 10.5 (Leopard)
Processor: intel

I'm not sure if I had changed the settings before or if it was automatically like this, but I can't seem to be able to type on the rule lines. Every time that I hit the return bar, the bullets go below the line.

As of now, the only option that I have of typing on the lines is using a 2004 document that I saved on my computer. But is there anyway that I can just open a new notebook document on 2008 and have the correct spacing? Thanks!

There doesn't seem to be. There's a Service Release due out tomorrow that
might fix it.

There was a fix, but it didn't address this issue.

There will be another fix soon. But that may not fix it either.

In the meantime, make sure you have not changed any of the formatting in
Notebook view, otherwise you 'cause' the problem.
