Have you tried clicking on the tab itself? That skips to the top of that
section.
However, I think these are good ideas so you "should" use the Send Feedback
mechanism, because as Bob has mentioned, Microsoft will never see it
otherwise.
You might indeed suggest that they enable "Navigation Pane" in that view,
which might do what you want.
Command + g would also work: Choose "Section", then enter "+4" to skip four
tabs forward, or -3 to skip back three.
Hope this helps
It would be great if you could scroll through the tabs in Notebook view when
you are hovered over them. If you have many tabs, it is a pain to click on the
arrows top and bottom.
It would also be nice if the vertical size of the tabs could be adjusted so
you could see more of them if there is only a letter on each for example.
