I want to remove NOTEPAD from ALL computers on my network. How can I go
about this.

Once you remove Notepad.exe from the WINNT folder it recreates itself.

Alternately, if I can't remove notepad, how can I deny ALL USERS but
ADMINITRATOR the READ/EXECUTE Privilage without having to go to each machine
?
