Notes master not applied from template in PowerPoint 2003

PowerPoint 2003 does not apply formatting of a template's notes master to new
slides in a presentation based on the template. This problem does not occur
in PowerPoint 2000.

Steps to reproduce:

1. Customize a notes master and save as a POT template file.
2. Create a new presentation based on the template:
a. Click File > New.
b. In the Task Pane, click From design template.
c. Select the PPT with the customized notes master (from step 1).
3. Click the New Slide button.
4. Switch to Notes view. The notes layout is the default layout.

Variations:
The same problem occurs when creating a new presentation and then applying
the template with the customized notes master to it. Also, the same thing
happens when creating a new slide by clicking Insert > New Slide or pressing
the Enter key in outline view.

It works exactly as I described it in PowerPoint 2000.

I'm sorry to see this. I don't know that there's a lot of choice other than
manually making the changes each time (or creating a macro to do it for you)."


This doesn't seem like the sort of thing an end user should have to create a
macro to fix. Is this a known issue and is there a plan to fix it?
