Notes not showing unless I select "open in new window"

Using Outlook 03, this just started happening was working correctly
previously and have not added any new programs or updates to cause this.

After opening Outlook, if I select "Notes" it comes up empty. If I right
click on the "Notes" icon and select "open in new window" it it then opens a
new window and my notes are present.
