Notification Emails

Is there a way to modify the emails sent when a Status
Report is requested. We do not allow the receiptiants to
turn off the notices. We want to delete the following:

"To turn off these notifications, please connect to
http://itmprojects.fws.net/projectserver/notifications/sel
f_notifications.asp and clear the check box for status
report related notifications."

Can the email notifications be customized?
