notification emails

Would like to know if there is a way to prevent users from cancelling the
notification emails.

Users get message "click here to stop receiving these notification emails".
Would like to know if there is a way they cannot receive this.

Suz-

Be aware that the PM's setting trumps the resource settings. So if a PM
wants them to receive the emails, they will still receive even if they try to
cancel.
