Notification Job for Timesheet Updates

We are on 2007 EPM using Forms authentication with a customized timesheet.
We have the timesheets updating the PM's with the submission of the timesheet
without having the resources update their tasks thru My Tasks. However, the
updates are not consistent. Timesheets that have a successful Notification
Job completed updates the PM with a notification on the update and the tasks
updates are there for acceptance or deny.

We can't pin point why this doesn't function consistently!!!! Its
crazy....any help would be appreciated in troubleshooting.
