Notification of saving baseline

Management request :)
division heads want to get a notification email if someone saves a new base
line or changes the saved baseline in her/his published project w/ MPP.
We are using Project Server 2003,

You must use coding on event of saving the project. Compare the BL dates to
Enterprise fields dates.
