How to enable the email arrival notification pop-up ?

This is the semi-transparent box that shows-up just above the systray when a
new email arrives ....

That's not in Outlook 97. I assume you meant to write Outlook 2007?
Tools-> Options-> button E-mail Options...-> button Advanced E-mail
Options-> option: Display a New Mail Desktop Alert
