Notification to external address, not forwarding?

I have a need to send a notification to an external email address when new
mail arrives. I do not want to forward messages and I do not want to reply to
the sender of the messages, I just want to send a notification that there is
new messages. Is this possible with Exchange 2003 & Outlook 2007? Can I
create or download a custom rule or action that will do this? IT also needs
to be server side & not client side as there is no specific computer running
Outlook that can be left running.

Then you'll need to look into Exchange server solutions and not into an
Outlook solution as 3rd party rule solutions are always client side only.
Exchange Event Sinks are probably the way to go then.

Well I downloaded the MAPILab program and it still will not send me a message.

Any other solutions? I cannot believe MS does not have this option built
into either Outlook or Exchange. I know Groupwise has it, but that is hardly
a reason for me to switch.

There has got to be something that will work!???

Do you mean that it doesn't have that condition or that you created the
condition but the message is not sent to you?

In case of the first, you can suggest the condition to be included on the
product page. They make a request for it to do so right above the "System
requirements" section. I can tell you that MAPILab is very open and
responsive to requests.

In case of the last, it would indicate a configuration issue with your
Exchange server. Do you have it already configured to allow automatic
replying/forwarding to the Internet and such?
