Notification while booking a resource

Is there a process where the manager of a particular resource will be
notified, if he/she is booked for a task in a project by a different manager??

Dear Sameer

This is a real time scanario. When ever a resource will be assigned to
the project. Only the resouce must know. There is no need to send
email to their manager becuase manager can see the resource
availability in the resource page. In this case the mail will be sent
to the resource but not the project manager. I think its not possible
untill Project12.

What i need is a approval engine where a section mgr can approve the
bookings on a particular project for a resource working under him.
