Notify delegates when the original recipient deletes an appointment

Hello,

In our company is a wish that every delegate of a specific calendar
gets informed of a change.

So, as an example:
An External Person (Ext) sends an appointment to Person A. Person B,
who is a delegate of Person A's calendar, accepts the appointment.
After a few days, Person A decides to delete the appointment. He's
being asked to inform the Sender (Ext). Whether he clicks Yes or No,
Person B will not be informed with this change.

Is there a setting, so everyone gets informed about a change made in
the calendar?
