Notify your manager of time you will not be available for project

We just installed MS project server. We are testing the Notify your manager
of time you will not be available for project work option. It doesn't appear
that the Project manager for the admin project is receiving notification for
time off.

We created an admin project. Added tasks for Vacation etc. Added resources
to the tasks. The resource went to the time sheet, selected the Notify your
manager of time you will not be available for project work, input the
appropriate dates and submitted the request. The project manager didn't
receive the request. We then had the PM republish all assignments and select
" Become the manager of these assignments" radio button. Then tried the same
functionality and the PM still didn't receive the notification. Can some on
help me?
