Notify your manager of time you will not be available via e-mail

I am responsible for the administration of PWA for our organization and have
a problem with the "Notify your manager of time you will not be available for
project work" feature in PWA (Project Server 2003). When a resource uses the
feature, the owner of the Admin project does not receive an e-mail
notification even though he/she receives e-mails for other projects and
actual work updates. Am I missing a permission? Is there another problem I'm
not seeing? Is e-mail notification for such an entry a feature of PWA?
