Notifying Manager about Workday change

I have created the Administrative project by using 'Manage Administrative
Project' option inside Admin.
I have built team from Enterprise where I have selected all my resources.
I have not assigned the tasks to any resource.
I have published using Collaborate-publish-all infm.
But my member viewed a message "You are not assigned to any tasks on any
administrative project".
What's the problem?

You say that " have not assigned the tasks to any resource," however this is
a necessary step in the process.
