Notifying MAnager of Workday Change

I have created the Administrative project by using 'Manage Administrative
Project' option inside Admin.
I have built team from Enterprise where I have selected all my resources.
I have assigned the tasks to all resource from current date till end of
year..
I have published using Collaborate-publish-all infm.
But when my member clicked the Notify Manager of Change button, she viewed a
message

"You are not assigned to any tasks on any administrative project,such as
vacation, sick, or bereavement.

To submit time against an administrative project, you must be assigned to a
task on that project for the time period that you are unavailable for
project work.

Contact your server administrator if you feel you have received this message
in error. ".

What's the problem?

Did you actually creat the administrative project using the following steps:

1. Launch Microsoft Project Professional and log into Project Server
2. Click File - New
3. Click the "On my computer" link in the sidepane
4. Click the Enterprise Projects tab
5. Select the Administrative Time template and click OK

If not, let us know how you created this administrative project.

I clicked the Manage Administrative Project link under Projects in PWA.
It then got me into MS Project with some default items like sick,vacation
etc.
I then built the team from the enterprise and then published it using
Collaborate-publish-all infm.

Is anyone else assigned to tasks in this administrative project able to use
the "Notify your manager of time you will not be available to work" option
on the PWA timesheet page? Can the resource in question actually see the
administrative tasks on his/her PWA timesheet page? Let us know.

None of my resources are able to notify the workday change to the manager.
When the resources click the "Notify MAnager of workday change" Link, no
timesheet appears.
They only get a message,
"You are not assigned to any tasks on any administrative project,such as
vacation, sick, or bereavement.
To submit time against an administrative project, you must be assigned to
a task on that project for the time period that you are unavailable for
project work.
Contact your server administrator if you feel you have received this message
in error".
Is there any permissions that has to be set?
Please help me.
