Notifying the administrator for task changes

In the case that the project manager is not available approving the tasks
changes, Can i set a secondary person to be notified for any tasks changes
made?and how?

Marvs --

If you are using Project Server 2003, the secondary PM can temporarily take
over the management of the project by doing the following:

1. Open Microsoft Project and log into Project Server with Project Manager
permissions or higher
2. Open the project in question
3. Click Collaborate - Publish - Republish Assignments
4. Select the "Become the manager for these assignments" option
5. Click OK
6. Repeat this process for each project
