#NUM! Error on one user Excel and not another in same worksheet

User gets this error when making change to cells in even simple calculations.
Others open the same file and have no problems. Have tried some of the
standard things to fix this like checking iteration settings, and formatting
cells are number cells however to no avail. However when we press [F2] on
the cell, make no change and just press enter it removes the error and we see
the resulting value.

If you keep doing this, it is as if fixing the first error makes it possible
to fix the next and next and so on using the [F2] key. Does anyone have any
ideas? It almost seems like the spreadsheet doesn't finish calculating when
it is opened up?
Would that make sense?
