Number format and cell alignment won't change

Version: 2004
Operating System: Mac OS X 10.4 (Tiger)
Processor: Power PC

I am working on a client's spreadsheet (I did not create it). The formatting for certain cells says Number>Currency and centered alignment, but the cells in question do not reflect that format. Numbers in those cells are flush left and not in currency format.

I tried to do Data>Text to Columns>Fixed Width, to no avail.
