Number format automatical resetting

I have a spreadsheet with various calculations and established formats. Now I am adding new columns and have formatted the cells to Format Cells/Number/Decimal/3 (i.e. 0.000). Now the problem is whenever I edit the cells, EXCEL is changinig the format to Format Cells/Number/Decimal/16 and all I see is ######. I then have to reformat everytime I edit. This does not seem to be happening to my earlier establish columns. Note it doesnt seem to matter if I format the cells or the column as a whole. Also it is not a column width issue since it displays fine when I reset it to Decimal/3 format.
I am using EXCEL 97. Question: Why is it not holding the format? and how can I prevent it from changing?
