NUMBER FORMAT ERROR

Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel

When I format a cell containing the number 1.000 as a "Number with 2 decimal places and thousand separator (.) excel shows it as 100.000,00.
When I format a cell with the number 0,12 as "Percentage with 2 decimal places" excel shows it as "12,00." instead of "12,00%".
If I open a worksheet with these formats created by others, and I copy and paste the format to other cells it works well.
My international settings region is BRAZIL.

Don't know, but maybe:
Tools>Options>Edit tab, UNcheck fixed decimal

In Excel2004 (may be same on 2008)

for Mac click column, row or cell(s) to Change.

Format menu > click on numbers > Click on percentage. chose desire
number of places 2,3,4

save changes.
