Number incorrectly read in Excel

I have an CSV file that contains numbers formatted as
xxxx,yyy for example 2518,06176.
When I open the CSV file in Excel 2002, the number is
formatted to 251,806,176. This is also the number that is
stored as value e.g. completely wrong.
How can I solve this problem?
