Numbered Headings in a Template

I am trying to set up a template. I set up my numbered
headings according to the outline in Shauna Kelly's
guide. Unfortunately, they are not working.

My goal is to have the following headings:
A. heading 1
A.1 heading 2
A.1.1 heading 3

This works fine until I get to the B headings, which
appear like this:
B. heading 1
B.1 heading 2
A.1.1 heading 3

I have been fiddling with this for hours now. Does
anyone know what I'm doing wrong? I am basing the
heading 3 on heading 2 and basing heading 2 on heading 1.
Heading 1 is based on "no style."

Thanks in advance to anyone that can stop that madness.

If you set up the numbering according to Shauna's instructions, you would
have linked each numbering level to the appropriate heading style and made
sure that "Restart numbering after [the next higher style]" is checked for
Level 2 and beyond. Have you done all this?
