Numbered List Styles

We use quite a few numbered lists in our training manuals (100-250 pages). I
have created numbered list styles (based on no style). The final document is
created by "inserting" up to 25 individual files into one document. All the
individual files have the same template and are clean: consistent styles,
very few page breaks.
1. Before the files are combined into the final document, the numbered lists
(1.a.bullet.arrow) work as they should. The first number is Restart number,
and the subsequent numbers are consecutive.
2. As soon as they are inserted into the main document, the styles "change".
Example: 2 documents use the style "List Outline" numbering 1 - 10. After
they are combined the 2nd list begins with 11.
Instead of me telling you what I do, could you tell me what I should be
doing in this situation. I try every trick in the book (except Steve Hudson's
"White Trickt" - I can't figure that one out) to make it work, and my boss
will not accept getting rid of the numbers! Dverything I do try, eventually
works, but it takes quite a bit of time to edit the final document before it
goes to printing to make sure all the numbered lists start at 1. This also
affects the 2nd levels (a.)

This set of articles assumes you are using *paragraph* styles for numbering,
which is generally safest. However, if you are using List Styles (is List
Outline is a List Style?) you can probably adapt the methods to work in your
situation - probably using a hidden LISTNUM field at the end of the list
will be easiest post hoc, but you could also change your numbering to
include a "dummy" level at the top which doesn't print a number but which
you can apply to restart numbering.
