numbered lists - format line spacing

SOP mess

Does anyone know of a way to format so there are two lines of spacing between
each number but the text is single spaced in a numbered list?

Add some Spacing Before or After. If this is Word 2007, modify the List
Paragraph style. Otherwise, modify whatever style is being used for the
list.
