What's my best strategy for getting headings numbered 1. 2. etc and the
following paragraphs number 1.1, 1.2 after the 1. heading and 2.1, 2.2
after the 2. heading. Such an obvious thing but I just can't break through
the Microsoft's "how to make something trivial impossible".

Can anyone please help?

Word's numbering is a nightmare and not very robust. It is quite easy to
corrupt the numbering completely! What you need to do is to use the Outline
Heading Style. See the following article for a good overview of numbering:
