Numbering charts as text

Hi folks. I am in Word 2007 and I am writing a legal document which
has every paragraph numbered. I have some charts copied over as jpeg
files and they are formatted "inline with text" so they act like
single characther paragraphs. This is so they can be referred to by
number just like the text paragraphs. The numbering works fine, but
the paragraph numbers are in line with the bottom of the chart as you
would expect if the charts were single oversized characters. Is there
any way to arrange for the numbers to be lined up with the top of the
charts, matching the way they line up with the top of text paragraphs?

Here's one approach: Insert a numbered paragraph. Type a brief (one-line)
caption, insert a line break (Shift+Enter), and then insert the chart.
