Numbering clauses and subclauses

This is a general enquiry to help me get my head round the subject
rather than an immediate task, but I'd be grateful for some guidance.
I've looked at what I think are the relevant sections of the Word MVP
site and the invaluable http://www.addbalance.com/usersguide/

Anyway, this is the scenario.

Someone produces a variety of standard contracts that contain standard
clauses and sub-clauses, though not each instance of the document will
contain all of them and some instances may contain special clauses
drafted for that specific contract.

First, what's the best way of producing these? I'd thought of doing it
as a sort of merge, using a data source that contains all possible
clauses and sub-clauses along with a field for "Include?" which defaults
to Y. The Main Document contains a series of conditional Merge fields
for each clause and subclause using the condition that "Include?" = Y.

How would I deal with the numbering? There seem to be so many
different ways of doing it. Should I be using Styles or ListNum?

And how would I deal with the fact that various things like people's
names and addresses and dates and sums of money are going to appear in
the middle of sentences in these clauses and sub-clauses? The obvious
approach (at least obvious to me, so it's probably wrong) is to use
either "Ask" fields or a user form but I'm not completely clear in my
own mind how that would work. Would I include the bookmarks in the
text in my data source and then prompt for their contents (using Ask or
the userform) after I'd used Merge to produce a document containing the
clauses and sub-clauses I need?
