Numbering grayed out

<sigh> Using Word 2003 and trying to assist a user with a document that he
wants to apply simple numbered lists to various paragraphs. Some paragraphs
will let you apply numbers, others will not. If you click between the 'bad'
paragraphs, the format button option is available; if you click in front of
text of the paragraph, it's grayed out. The same with going through the Menu
Format >Bullets and Numbering... it's mostly grayed out. I have tried >Edit
Clear Formats on the whole document; I have tried Ctrl-Q. Also, even on a
'good' line the Reset button is grayed out and not available. I've read the
MVP "Simple List Numbering," but it doesn't really tell me how to fix this!

I may have figured this out. Quite by accident I discovered that he was
tracking changes, and the paragraphs that would not number had a lot of notes
in the margin. I "accepted all changes in the document" and was then able to
apply numbering. If that WAS the problem, is there a way to make these two
features peacefully co-exist?
