Numbering inside a callout or text box

I want text boxes or callouts that refer to a section on an image in my
document. When I try to apply numbering to the text, Word will always number
the current text box as "1" and reorder the previous text boxes.

How can I make this work in either Word 2003 or Word 2007?

Use SEQ fields for numbering. The built-in Caption feature, available in
both Word versions, takes care of this. It even creates the text boxes for
you, if you add your caption with an object selected. Note that Word 2007
does it better, as it can "see" numbers in text boxes for the purpose of
creating (say) a table of figures (but you should be aware that the feature
isn't backward compatible).
