Numbering Levels won't increment correctly

After closely following Shauna Kelly's instructions on "How to Create
Numbered Headings or Outline Numbering in Word" I'm still having problems
getting the results I need. This is what I want:

Chapter 1
1.1 TITLE
1.1.1 Subtitle
1.2 TITLE
1.2.1 Subtitle
1.2.2 Subtitle

Chapter 2
2.1 TITLE
2.1.1 Subtitle
2.1.2 Subtitle
2.2 TITLE

Chapter 3
3.1 TITLE and so on..........

My outline number list modifications look like this:

Chapter 1
1.1
1.1.1
1.1.1.1 and so on..............

What should I modify to be able to get the same numbering scheme, but
starting with 2 for Chapter 2, 3 for Chapter 3 and son on? Do I need a new
style for each Chapter?

Thanks for any help you can give me as I've been messing with this for days
and have only managed to make myself crazy!

Two questions:

Are you using "Chapter 1" as the Level 1 style? (It certainly appears so.)
You'll need to do this if you want renumbering to start in each chapter.
Renumbering should occur automatically; the first instance of the Level 1
style should be numbered 1, the next 2, and so on.

Are all the chapters in the same document? If not, you'll have to restart
numbering manually, and this will cause problems when you combine the files
(as you will probably want to do ultimately). It's really much simpler to
deal with a single document from the start, for this reason and others. Word
can handle multiple thousands of pages of text, so it can pretty much take
whatever you throw at it.

Have you followed the instructions in
http://www.shaunakelly.com/word/numbering/OutlineNumbering.html? Your
Heading 1 should be linked to Level 1, Heading 2 to Level 2, etc. If you
started with one of the numbering schemes that says Heading 1, Heading 2,
Heading 3, then the levels are already linked to the heading styles and set
restart numbering after each higher-level style. If this is set up
correctly, then your first Heading 1 will be Chapter 1, the next Heading 1
will be Chapter 2, and so on, and the Heading 2 paragraphs within Chapter 1
will be numbered 1.1, 1.2, etc.
