Numbering pages in Word - Office 2003

After inserting page numbers, I rearranged pages.
Now actual page 2 shows page 3 and I cannot get to
recognize the right order. Page two doesn't show
anywhere.

I tried starting page numbers again, on p. 2, with
the first page as #2, but it didn't take.

Unless you have a section break in the document, starting numbering at 2 is
starting at 2 from page 1. If you have no number on the first page, you
might not realize this, but that would account for page 2 being numbered 3.
