Numbering repeats unexpectedly

Using Word 2000 (with Service Packs 1 & 3) on Windows XP.
When I hit the numbering (or bullets) button, the
numbering is erroneously applied to all the lines and not
just the ones wanted.

For example here is what I WANT:

Title
1. Sentence1
2. Sentence2
3.
4.

But when I put the cursor at "Sentence1" and hit the
numbering button here is what I GET:

1. Title
2. Sentence1
3. Sentence2
4.

Anyone know what's gong on?
Suggestions appreciated.

It seems as if the Normal style is set to automatically update.
Choose Format > Style. Make sure "Normal" is selected in the list
under "Styles". In the Style dialog box, click Modify. Clear the
"Automatically update" option, and select the "Add to template"
option. Also, click the Format button, and select the Numbering
button. Make sure that you select "None" to get no numbering.
Click OK, OK, and Close.

Now you have to reapply numbering to the paragraphs that you want
to be numbered. Since the Numbering button gives you no
control -- it applies the latest numbering format used -- you
should use a numbered style instead. Try one of the List Number
styles (whichever has the formatting you need).
