Not sure of the proper terminology here but I am trying to number the
things labeled as "Minor Repair" and "Safety Concern" below. Those
labels are applied as a style and are in Garmond font.

I have played with this off and on for months and can't figure it out.
I can do this by inserting tables but it takes too much time and it
throws another function off that I use (photo insertion).
Any help would be appreciated.
