numbering

I am creating a table of contents (not using the built-in feature). The
numbering sytem I need is as follows:

1.0
1.1
2.0
2.1
2.2

However, when I enter 1.0 and my text, the numbering continues with 2.0. I
do know that I can indent under 1.0 to get 1.1, but I want to keep the
indentions identical. Can someone provide me with direction on how to fix
this?

Indents for numbered items are set in the Bullets and Numbering dialog. See
