Does anyone know how to set the List Numbering so that the
options "Restart numbering" or "Continue previous list"
are always available?

You must be using a list of type "List" (i.e. non-Outline).

The list in use must have appeared before in the document.

The usual reason that numbering will not restart is because your numbering
is not defined as part of a style, so the various lists in the document are
actually individual lists.

If you define the numbering as part of your paragraph style, all of the
lists of that kind in the document are one single long list with multiple
restarts.

And if it doesn't happen after you've followed John's advice, do this:

Stick cursor at the start of the bad para
Press Enter to put bad para on new line and make it a New Para and
also make an orphan para with the bad numbering.
Right-click the New Para and set your restart.
Delete the orphan para.
