O2K Dev Tools problem

It won't install.

On a Win2K SP3 using O2K (SP3), when attempting to install the MS Office
Developer Tools (V1.5) it tells me:

"Microsoft Office 2000 Developer VBA Tools requires Visual Basic for
Applications 6.0. Before installing Microsoft Office 2000 Developer
Tools, install Office 2000 or another application that contains Visual
Basic for Applications 6.0"

The O2K installation was done across a network share; am thinking that's
probably the culprit, but, is there a way around this?
