O2k wont update

I'm trying to update one of my user's Office 2000 on a
W98SE pc. I've worked through Q268800, Q326585, and
Q811269. It has O2k Small Biz with the SR-1a update. All
attempts to update the O2k have been futile. I am getting
these types of errors: "Error 1314, the specified
path 'locale.msp' is unavailable", "Excel 2000, the update
could not be applied", "The patch package could not be
opened"(when using Windows Update), "Unable to check for
updates"(when using Windows Update). I downloaded and
installed the most recent Installer (InstMSia.exe) to no
avail. Suggestions, tips, pointers, experiences? No flames.

Addendum: I went to "Detect and Repair" in Excel, Outlook
and Word and recieved this message from each app- "Patch
package could not be opened.Verify that package exists.
Verify that this is a valid Windows Installer Package".

I re-downloaded the newest Windows Installer Utility
(V2.0). Then I installed the Windows Install Cleanup
Utility (msicuu2.exe). Used the utility (see Q290301) to
repair/remove O2k, then re-ran O2k setup from the
installation CD. All configs/settings in all apps were
unchanged and intact. I'm impressed and the end-user is a
happy camper.
