O2k3 Picture Manager Tools File Types problem

If the administrator is logged on, the Tools / FileTypes menu option is available to associate various graphics formats with Picture Manager

If an ordinary user logs on, the menu item is not visible

Why does this happen? How do I fix this so the ordinary user can use the Tools / FileTypes option
