*.oab files missing

I'm in cached mode and every time I sync I get "Microsoft Exchange offline
address book 0X8004010F" error in outlook sync logs. Checking address list
properties, the current server is set to one of the domain controllers which
is also a global catalog server. In cached mode this should be set to the
local outlook file location ex. "C:\Documents and Settings\<local user>\Local
Settings\Application Data\Microsoft\Outlook\" but it's not. Also *.oab files
are missing.

I've also tried rebuilding offline address book on the exchange server
without success. I created new profiles without success. Outlook will simply
not point to the local offline addess book location.
