"object action" unavailable

I am trying to give a picture and Action. I open the Action Settings
Dialogue and I can add a hyperlink OK but I can't run a makro or an "object
action" as they are greyed out. Does anybody know why?

I am trying to put an image on the Master slide which appears only when I
mouse over it - perhaps there is another way to do this?

I am using Powerpoint 2003.

Object action does not apply to what you want to do. That is why it is
greyed out. Unfortunately, the thing you want is an animation trigger,
but that only works on mouse click, not on mouse over. Mouse over allows
you to hyperlink or run a macro (macro is greyed out, probably because
you don't have any macros). If a macro is acceptable, you could put two
objects on your master slide: one is a box that is 99% transparent, and
the other is image you want to have show up. Then, you would have to
write a macro that shows the object, and tie that the 99% transparent
shape on mouse over. The other issue is that you would need to figure out
how and when the image would be hidden.

If macros won't work for you, you would need to kluge together a solution
with hyperlinks. This will be harder if you want the image to be present
on every slide. If you just want it for one slide, you can have two
slides, one with the image and the other with the 99% transparent box.
The 99% transparent box can be set to hyperlink to the other slide (with
the image) on mouse over.

I've similar problem that my Object Action is grayed out for all the objects
I've tried to use. That is, under:
Action Settings
Mouse Click
Object Action - the radio button is grayed.

I can't find any help in Help explaining what the Object Action drop box
will allow me to do, but I'm hoping to find a way to let the user go to the
next step within a slide without jumping to the next slide. I know the user
can click on the slide to advance, but I'm giving the user a Random button on
the bottom of each slide and would like to give them a way to keep their
mouse-cursor in the same small area (that is, a close-by button) to click to
the next step on the slide. Thank you in advance.
